Spring 2003 LBC approached Will Gardiner at NLWA with the facts
Use landfill disposal costs cashback incentive
Pilot for the subsidy implemented in Sept 2003
How it worked
Cash back to offset start-up costs at Nea – around £60
-    1 month laundry in advance
-    Wraps and liners (bought)
-    40 – 50 hired prefolds per week and bin for storage (hired)
Cash back offered as:
-    one off payment due to Nea targeted client base
-    immediately discounted by Nea (£25 payment by parent)
-    Claimed in arrears by Nea from NLWA on a monthly basis
